The AI OODA Loop Decider skill for Claude

Describe a time-sensitive decision, a competitor move, a crisis or too many options. The instructions guide Observe, Orient, Decide and Act, with particular attention to assumptions. A mistaken mental model can mislead a decision, but does not make every result wrong. The requested output has at most three options, a proposed first step and a review point. It is decision support, not a promise of victory or authority to act externally.

This is a shortened, fictional worked example from SKILL.md, not a live model run. Additional fictional input: sales places the hold on Tuesday and estimates an eighteen per cent price gap; a stated-period complaint log has zero entries; the user reports that a previous price war reduced margin for two quarters. These details are not in the initial request and must not be inferred. A reported number is still a report: check its source and uncertainty.

What the AI OODA Loop Decider is

The AI OODA Loop Decider is a free skill from our skill library. A skill is an instruction file, SKILL.md, that gives an AI assistant a fixed way of working for one task. The download itself is not an AI engine or subscription: one text file of 2,503 words that instructs an assistant to act as an OODA coach; runtime compliance is not guaranteed. What a skill actually is and how that works technically, you can read in what are Claude skills NL; here it is about what this specific skill does and why.

The intended use is a structured response to uncertainty: a price move, competing options or a decision based on an old picture of the situation. First distinguish observations from assumptions, then test your interpretation, compare at most three options and propose a permitted next step with a review point. These are instructions, not a guarantee that a model follows them or that a particular outcome results.

It is written for anyone who has to decide under uncertainty while the situation keeps moving: business owners, marketers, sales teams watching a deal tip over, teams that have to contain a crisis. The file itself also states what it is not for: no long term strategy, a strategic thinking framework belongs there, and no root cause analysis, a method such as 5 Whys may help, with evidence and broader investigation where needed. It is part of the skill library that we make freely available from the AI and automation service, with no account and no sales email afterwards.

The loop is a thinking rhythm, not a magic formula. Faster action can help in some situations, but the file does not promise that the fastest party wins or that every wrong model produces a wrong result. Inspect the evidence, consequences and authority for each proposed step.

Where the OODA Loop comes from

The OODA Loop is associated with Colonel John Boyd of the US Air Force, who flew the F-86 Sabre during the Korean War and developed his thinking about conflict through the 1970s and later briefings. Observe, Orient, Decide and Act are a useful shorthand. His published sketch also contains feedback and implicit guidance: it is not merely a race through four boxes, and speed alone does not establish who wins.

Getting inside an opponent's OODA loop describes a tactical aim: adapt in ways that can disrupt their ability to respond. It does not guarantee that a faster decision forces a particular reaction. In FIG.01 the two-day review is an illustrative proposal; the competitor's actual cycle time is unknown.

Orient receives particular attention because Boyd's sketch shows it shaping observation, decision and action while feedback reshapes it. His 1976 essay Destruction and Creation discusses changing mental models. Check assumptions, comparisons and mismatches with reality; do not infer that Orient is always skipped, must always take longest or makes every later outcome wrong when imperfect.

The sources retained in the file include Boyd's essays and briefings, notably Patterns of Conflict and The Essence of Winning and Losing, plus work by Robert Coram, Chet Richards and Frans Osinga. Their existence does not establish why Boyd did not publish a book, nor prove improved business outcomes from this skill. No systematic review or effect size is supplied here. Treat it as a thinking aid, not empirical proof of winning.

Four phases, one centre of gravity

reg. L.002

Orient is drawn wider to emphasise checking assumptions, not to prescribe a time allocation or claim every error starts there. Boyd's original sketch includes feedback and implicit guidance across phases. The two tempo bars below are schematic days-versus-weeks examples, not observations of your business or a competitor and not a validated performance comparison.

What is actually inside the SKILL.md

The short frontmatter description states intended use and exclusions. The full trigger list remains in the body, including OODA loop, Boyd, decision cycle, not knowing what to do, a competitor move, too many options and doubt. This guides discovery; automatic activation and correct execution are not guaranteed. This skill is scoped away from a full long-term strategy or root-cause investigation.

Observe covers available facts, competitor or customer changes, recent events, measurements, unconfirmed signals and what is changing or stationary. Separate source, date and confidence: a number may also be an unverified report. Orient asks about mental models, untested assumptions, an outsider's view, hypothetical competitor choices, previous patterns, synthesis and mismatch. A competitor scenario is not a prediction, and no missing datum should be invented.

Decide asks for two or three realistic options, useful tempo, open or closed alternatives, a fallback and a small learning commitment. The original seventy-per-cent-now versus one-hundred-per-cent-next-week slogan remains explicitly unverified as a Boyd attribution, not a measured threshold or permission to accept 30 per cent error risk. Act proposes a permitted step, an observation that supports or challenges the hypothesis, involved people and a review time. A measurement is not automatic proof of success.

The tempo section asks about current rhythm, careful shortening of Orient, parallel activity, a daily check or weekly pivot, and delegated authority. These are planning options, not universal schedules. Auftragstaktik predates Boyd; the skill describes intent with constraints, authority and accountability, not a ban on instructions. The five outputs remain Observe, Orient, up to three Decide options, Act and a tempo check. Aim for three to five observation bullets without inventing facts. People, ideas, hardware is a prioritisation reminder, not a rule that tools always come last.

How an instruction file like that is put together and how to write one yourself is explained separately from this skill in writing SKILL.md NL.

What changes about your own thinking

The intended benefit is making observations, assumptions and decisions explicit when time is short. The file instructs a substantive Orient check even under pressure. That does not establish that haste is always the costliest situation or that a model will reliably refuse to skip the check. Review the actual answer.

The examples contrast conclusions with labelled assumptions, an open-ended discussion with a shortlist, and a vague next step with a proposed measurement and review time. These are illustrative differences, not measured claims about all brainstorms or behaviour observed in a model test. The shortened diff below follows the same fictional example context as FIG.01.

The second example concerns two app features and now follows all five required parts. Observe records the two options, indecision and missing usage, demand and cost evidence. Orient checks assumptions about users. Decide compares a small test of either feature or gathering missing evidence, with time, fallback and commitment made explicit or left unknown. Act proposes an authorised observation and review criterion. Tempo seeks useful feedback without assuming the easiest feature to disprove is the best choice.

What the skill refuses

reg. L.003

The SKILL.md has seven explicit prohibitions. The rows below illustrate the responses its instructions call for, not behaviour verified in a live AI run. They constrain fabricated data, victory promises, predictions, oversized shortlists, skipped orientation, deception and specialist crisis advice. Review model output rather than treating a text file as an enforcement mechanism.

Installing it in Claude Code, Claude.ai or Codex

The zip contains one folder and SKILL.md. The text can be inspected and reused, but installation, discovery and available features depend on the AI product and configuration. Claude Code, Claude.ai, Codex, Cursor and Gemini CLI are not interchangeable environments. The examples below are instructions to check against your installed product; cross-product runtime compatibility was not tested in this review.

CLAUDE CODE
  1. Unzip it into ~/.claude/skills/ (or .claude/skills/ in your project).
  2. The description can help Claude discover the skill; verify that it is available and inspect the response instead of assuming automatic activation.
  3. Start Claude Code with claude, then enter /ai-ooda-loop-decision-maker inside the session.
CLAUDE.AI
  1. Go to Customize and then Skills.
  2. Upload the zip there as a skill.
  3. Or paste the contents of SKILL.md into the project instructions of a Project.
CODEX
  1. Open AGENTS.md in your repository.
  2. Paste the contents of SKILL.md into it, or keep SKILL.md as a separate file next to it and point to it from AGENTS.md.
  3. Instruction discovery depends on the file's location, scope and your Codex configuration. Check what applies to the active task; a pointer is not proof of runtime compliance.

After that, using it is simple: describe the situation as it is, mess and all. What you know, what you suspect, what has just changed. The file requests source labels, uncertainty and relevant follow-up questions; inspect the output for compliance. A step by step guide for every environment is in installing Claude skills NL.

When to use it and when not to

This skill is scoped to time-sensitive, repeated decisions under uncertainty: a competitor move, a developing crisis or a launch with changing signals. A daily or weekly rhythm may fit some cases, but there is no universal days-rather-than-weeks rule. Choose a cadence consistent with feedback delay, stakes and authority.

Five limits remain explicit. First, the model includes feedback and implicit guidance, not just a sequential checklist. Second, a short-loop exercise is not sufficient strategy or risk assessment for multi-year investments. Third, safety, regulation and legal process can outweigh speed. Fourth, the cited work is not empirical proof of this skill's business outcomes. Fifth, reversibility alone does not make errors acceptable: agree exposure, consent, safety and authority, and allow evidence and specialist review for major decisions.

That last limit deserves its own sentence, because there is a second skill behind it. For big and irreversible steps you deliberately slow the loop down, the file says. But how do you know if a step is irreversible? There is a separate thinking framework for that, Jeff Bezos's Type 1 and Type 2 framework, and that sits in the Two-Way Door Decider skill NL. The two can complement each other: a reversibility check can inform caution, while the loop structures feedback. Neither replaces a full risk assessment.

For a root-cause investigation, this particular skill points to a separate method such as 5 Whys, which may itself need additional evidence and analysis. That scope boundary does not mean OODA ignores the past: previous experience and feedback are part of the model. Nor is a rapid loop a substitute for full long-term strategy.

What Jarvis actually delivers

reg. L.005

Rung 3 deserves more than a paragraph, because for a decision skill relevant history can be useful. Boyd said it himself: Orient filters observation through previous experience. A one-off chat can use previous experience if you supply or retrieve it; available context depends on configuration. Jarvis does: it remembers what your AI tools need to know, splits up the work and keeps track of what happened. Below you see what that means the moment you start a new loop.

DOC.07 · FAQ

Frequently asked questions

What does the AI OODA Loop Decider skill cost?

The download costs nothing and retains its existing MIT licence metadata. No account or email is needed for the download. The 6.7 KB zip contains one folder and SKILL.md, with no locked part or paid version of this file. Running an AI product may require access or incur separate costs. This local review verifies the file and download, not an AI subscription or runtime behaviour.

Does this skill also work in Codex, Cursor or Gemini CLI?

The instructions are readable Markdown, but that alone does not prove identical behaviour in Codex, Cursor or Gemini CLI. Check the installed product's skill-discovery and configuration rules. In Codex, a project .agents/skills/ or user ~/.agents/skills/ location is distinct from an AGENTS.md instruction file; adding a scoped reference is another way to supply instructions, not a guarantee of automatic activation. Cross-product model behaviour was not tested here.

Why does Orient get the most weight in the skill?

Boyd's published sketch shows orientation influencing observation, decision and action, with feedback changing it in turn. This supports inspecting mental models, assumptions and mismatches. It does not establish that Orient is most often skipped, must always take the most time, or that an incorrect model always makes the final decision wrong.

Does the skill make up numbers if I have no data?

The file explicitly prohibits fabricated figures, market shares, prices and lead times. It instructs the assistant to mark missing information and identify the observation needed, and to label scenarios rather than predict an opponent. The worked example's extra dates and numbers are explicitly fictional supplied input. These are written safeguards, not a guarantee that an AI model cannot make mistakes; inspect the answer.

How many options does the skill give in the Decide phase?

The requested shortlist has at most three options. This is a deliberate brevity convention of the skill, not a universal psychological law that more options always slow a decision. For each option it requests action, tempo, fallback and commitment, with unknown information labelled. The choice and permission to act remain with the user.

Is the OODA Loop scientifically proven?

The cited essays, briefings and books do not themselves establish that using this skill improves business results. No systematic review or comparative effect size is provided here. Boyd's published sketch includes feedback and implicit guidance; no claim is made about why he did not publish a book. Use the framework to structure thinking, not as proof that a faster cycle wins.

When is it better not to use the loop?

Do not rely on this short-loop skill alone for multi-year investments, a full strategy or a root-cause investigation. Add appropriate evidence and specialist assessment for regulated, safety-critical or legal decisions. Allow time for large or irreversible steps; reversibility alone does not make risk acceptable. The Two-Way Door framework can help discuss reversibility but is not a complete risk assessment.

Observe first, then decide

The first phase of every loop is Observe, and that applies to your visibility too. Many businesses decide on their marketing by gut feeling, without a single hard observation about where they stand. The free SEO scan offers page-level checks that can contribute observations. Check its scope, sources and limitations; it is not a complete market diagnosis or evidence of Boyd’s endorsement. In the guide eight decision models compared NL you can see how this model relates to the others.
